1) Who we are
We are three funding bodies that make grants to voluntary organisations, to work with refugees and asylum seekers, using the arts.1
Arts Council England is a leading arts development agency and funder. Between now and 2008 it will distribute £1.8 billion to arts organisations and artists. Until 2008, its six priorities are: Taking part in the arts; Children and young people; The creative economy; Vibrant communities; Internationalism; and Celebrating diversity. Although it currently has no specific funding streams to support arts projects by and for refugee communities or artists, it has funded a significant number of projects via programmes like Grants for the Arts. The successful applicant will be provided with details of projects that have been funded.
The Baring Foundation is an independent, grant-making trust founded in 1969. All its work is to support the voluntary sector in tackling discrimination and disadvantage. The current theme for its arts programme is arts organisations working with refugees and asylum seekers. By summer 2007, it expects to have given around £2 million across the UK for this purpose.
The Paul Hamlyn Foundation is an independent, grant-making trust committed to long-term change and development. It supports charitable activity in the areas of arts, education and learning and social justice across the UK. Through its Fund for Refugee and Asylum Seeker Young People, set up in 2003, it has supported a range of voluntary organisations (including arts organisations) working to help integrate young refugees and asylum seekers. While this Fund closes for applications in 2007, the Foundation will continue to disseminate the learning that is emerging from the funded projects and from an independent evaluation of the Fund.
2) What we are looking for
We are seeking to appoint a research consultant to provide us with:
a coherent history of this field of work, since the mid 1980s;
a summary of the research into the impact of the work on its intended beneficiaries, on arts practitioners and on policy makers and funders;
recommendations for the future development of this work
The final product will be a report, ready for publication, complete with an executive summary.
Subject to discussion with the appointed consultant, these are the questions the report should address.
Historic and current practice
We would like an analytical account of developments in this field of work since the mid 1980s. This should address the following questions.
Community-focused arts organisations have been working with new arrivals to the UK since the 1960s, but what has prompted the growth of this area of work over the past 20 years and the involvement of a much wider range of arts and non-arts voluntary sector organisations?
What have been the objectives of organisations in working in or through the arts with refugees and asylum seekers?
Have those objectives changed and, if so, how and why? (We are interested in the influence of government policy, Refugee Community Organisations, the experience of individual refugees, artistic practice, funders’ priorities, public opinion etc)
What have been the constraints on the development of this work?
Is it possible to detect the greater use of some artforms and types of artistic practice than others?
Taking into account the distribution of refugees and asylum seekers around the UK, have some areas witnessed more arts-based activity than others?
How has the work been financed?
Since the mid 1980s, approximately how many non-arts voluntary organisations and how many arts organisations have been involved in this work?
Approximately how many are involved currently? Who are the key players?
How much has been spent over the past three years 2004/5 – 2006/7 on this work?
Impact - what is known about the effects of this work?
The consultant will be asked to produce a digest of research on this subject, including published reports and where possible, organisations’ own unpublished research and evaluations. The digest should include any significant work, in English, published abroad.
What evidence is there that practitioners and policy makers have used the findings of this research to influence their own thinking and practice?
The future - how can this work be further encouraged and developed?
The report should conclude with broad and bold recommendations to:
each of the three commissioning partners
other funding bodies
government (notably Home Office, DCMS, DfES)
arts organisations
other voluntary sector organisations, including Refugee Community Organsiations
the research community
3) Why we need this report
We are commissioning this report with a view to publishing it. The interest in this area of work, on the part of policy makers, funders, arts practitioners and the voluntary sector, has grown considerably. We feel that all of us (and others not yet involved) would benefit from a report that recorded the recent history of the field, described the current state of play, reported on the impact of the work (using completed research) and offered recommendations for its future development.
4) How the project will be managed
The consultant will be managed by a small steering group representing the commissioning partners. The timetable below sets out the key dates for reporting and meetings. A wider group of critical friends will read the draft report.
5) The budget
A total budget £15,000, including expenses, but including VAT, is available for this work. Half will be paid on appointment and half on receipt of the final report.
6) Requirements
The successful research consultant will need to provide evidence of:
experience of undertaking similar research projects
an ability to find, collate and analyse a disparate collection of data
interviewing skills
an ability to produce clear, well written reports
some knowledge of culturally diverse practice in the arts in the UK, particularly in relation to refugees and asylum seekers
a familiarity with government policy and initiatives in relation to refugees and asylum seekers
Proposals should include the following:
an outline methodology, taking into account the timetable set out below and the available budget, neither of which are negotiable
a statement setting out your experience and skills in relation to the list of requirements above
if you are working alone, a full curriculum vitae. If you are working with others, the cv of the team leader and short biographies of other team members, together with an explanation of your respective roles
the daily rate for each member of the team and the number of days to be worked by each
an assessment of the challenges contained in this brief and how you will overcome them
the contact details of two previous clients, with the name of the project on which you worked with them
a copy of two previous pieces of work
