Foreign criminals to be paid to leave 10.39, Tue Oct 10 2006
Plans to pay foreign prisoners to leave the country to ease overcrowding in jails have been greeted with outrage.
The announcement by Home Secretary John Reid, which could cost taxpayers up to £20m, has been slammed by both victims of crime and prisoners' groups.
The 12-month pilot project to offer European criminals jailed in England and Wales benefits of £2,500 each was branded a "disgusting bribe" by reformed offender Mark Leech, founder of ex-offenders charity Unlock.
He added: "Prisoners in England and Wales receive a paltry £47 to last them a fortnight when they are released and yet foreign national prisoners are being bribed with 50 times that amount to leave the country."
Alison Fritchley, whose husband Paul died after his car was hit by failed asylum seeker Nana Kemajou, said she was "gobsmacked" at the plans and that all foreigners convicted of crimes in Britain should serve their sentences in their home countries.
Mrs Fritchley added: "Why should they be given money when they shouldn't be here in the first place? I would be absolutely mortified if I thought the man who killed my husband was being paid to leave."
Shadow Home Secretary David Davis said: "By definition, these are not people who you can trust to be honest.
"Have we got the border controls to make this work? The answer is no. How will we stop these people ripping off the taxpayer and coming back?"
But the Home Office has defended the move. A spokesman said: "Those who qualify for this incentivisation scheme will not receive cash.
"The support will take the form of education, accommodation, medical care, training, or assistance with starting a business.
"We have an obligation to maintain British prisoners. We do not accept that we have an obligation to maintain foreign national prisoners indefinitely at the taxpayers' expense.
"It costs around £37,500 to keep someone in prison for a year."

did u notice in the metro today, the cartoon about this news story?
the cartoonist felt it appropriate to draw the 'foreign criminal' as a black person, as if a foreigner couldnt be white...or as if its 'usual' for a criminal to be black?
