Hi Spark,
This was happening to me when I first installed the game. You should try updating your Video Card. I went to the NVIDIA? website and downloaded updated drivers. This seemed to speed things up a bit. Don't forget to download the game patch from the maxis/sims website. This may have not helped the game run faster but it fixed some bugs.
Also, if you haven't already done so read the manual. It will give you advice on how to clean up your P.C which the game makers claim help the system to run the game more efficiently???

Try going to http://thesims2.uk.ea.com/forum/index.php and click on the support section.
There is a page that will tell you where to go once you have identified your video card. You should be able to get what you need from there.

Its not the whole of your pc, just the graphics card. This is the problem with buying pc's from big companys they only offer a one size fits all solution. They show a few big numbers and you think the whole pc is very powerful, but in reality its not, normally in regards to games.
For example I made my machine myself. A friend of mine buys this machine, faster processor, more ram, bigger hard disk. He's boasting how good it is but he paid loads for it, where mine was quite cheap. We both buy halflife 2 my runs it great, his struggles. Why? Because the money I saved by not buying the "big numbers" I invested into a decent graphics card and ended up with a nice balanced system.
