Hi, I assume you are either using Win2000 or Xp, you need to be logged in as the Administator. Then follow these steps

 Click Start,

Click Run

Then type gpedit.msc and click OK,

Double Click on the user configuration Icon on the right window

Double Click on the Administrative Templates

Double Click on system

Double click on logon /logoff

then double click on the Disable Task manager Icon

Then select Disable ( *Note that you are to select Disable and not Enable),

Click Apply and then OK.

Do your control + Alt+ Del and select Task manager, it should work.

Goodluck
