Things I would look for, as I will be in the market myself this year:
CPU - Pentium 4/AMD Athlon or equivalent - will give you some clues to the standard of the motherboard
RAM - minimum 512 MB, preferably a gig or two (to help process DTP graphics)
Graphics card - depends on how complex the stuff you'll be working on, tho would guess a minimum of 256 MB memory - will depend to some extent on motherboard
Hard disk - up to you, 250 GB is nuff space tho for me its basically storage and less important than the previous items. Other drives - would go for DVD-RW capability - ideally two of them.
Personally pay little attention to brands and more to these kind of specs. Computer fairs are full of retailers who make up PCs to these specs and greater. If you can do some of the work of installing components yourself, this will make initial outlay on tower & screen cheaper, then look for good deals on hardware bits. I'm budgeting £400 all-in, and if I spend that much the thing had better fly. Could prob get away with less. By comparison, the last PC I bought cost me £100 and still going strong - just added a few bits as I needed.
Try not to be dazzled by latest gadgetry, particularly around graphics cards, unless you are certain you'll need it - and unless you're gaming or editing high-end video, (or running on Windows Vista) you probably won't.
Hope this helps - no doubt others will comment.

On top of what SoulRebel mentioned above, I would suggest that whatever pc you get, make sure its obe you could upgrade the components.
Hope this helps

Ladyday if you are confident I would suggest having a look on ebay.
I have bought a few decent spec units from powersellers off there for my children whom are pc gamers.
You will get it a lot cheaper than the shops but may I remind you whenever buyin off ebay always do your homework before you buy.
1/Look at sellers history etc
2/email the seller to ask them any questions you may have
3/look at the feedback of others that have bought off them and if there are any negatives look what they are.
4/If I were you unless you know about computers I would stick to powersellers as they tend to have a good record of sales and you are less likely to have problems because they are serious sellers whom in most cases have shops and would not risk their rep.
5/If you have any doubts you can always post a link to the item here to the page and we can give you some feedback before the sale takes place
anyhow good luck

@ LadyDay.
With what you've just mentioned above. I would start by having at least 512mb RAM minimum in your pc, the more the better is the key here especially if you're going to use Desktop Publishing.
With your Digital Photography in mind, I would suggest a hard drive with enough space to hold all your photos in mind. 120GB right up to 250GB is fine.
A DVD RW player would also be useful here, mainly for backups etc.
One question I ask retailers when buying a new pc nowadays especially pc's that comes with a windows xp cd, is whether the windows xp disk that comes with it is the full version or just a recovery disk?
If its the full version, then thats fine, if its the recovery disk, this may spell trouble for those who don't back up on a regular basis. If anything goes wrong and you use the recovery disk, the disk would normally wipe your files before reinstalling itself as if it was a brand new pc.
One last thing, to avoid the problem you had previously as stated in the other thread, I would suggest that once you have this new pc up and running, is to get in the frame of remembering to backup your files on a cd or DVD on a regular basis, so if anything goes wrong the damage is not so great.
Hope this helps.
Any problems give us a shout.

I confess one of my favorite specifications is PRICE.
Gateway Dual Core
What are you doing that the above machine could not handle?
It's at $212.50 now and bidding ends in 6 hours. Let's see what happens.
The chassis is bent a little in the back. They make them really flimsy these days. They used to weigh a ton back in the 80's but they were steel not aluminum.
The trouble with the latest and greatest is you can get the same thing for less in 6 months and even less in a year. Why not get a used machine from someone that just has to have the latest and greatest? Let them pay for the depreciation.
It went for $326
Brand: Gateway Memory (RAM): 1 GB
Processor Type: Intel Pentium Dual Core 3 GHz
Hard Drive: 250 GB Optical Drive: DVD+/-RW
Operating System: Not Included
Condition: Dented in back
Bundled Items: Just System Unit
