i think it has something to do with the game needing DOS to run properly
what OS do you have? win xp?

yeah windows XP usually has problems running games that require DOS, i think you will need to mess with the compatibilty wizard
http://www.microsoft.com/windowsxp/using/helpandsupport/learnmore/appcompat.mspx
you could also emulate double dragon with an emulator as an alternative
