I was just looking in the blackchat forum which has a similar setup to here but with more features. Is there any particular reason why they are seperate and not merged?

Because they are two different formats: one is a chat room and the other is a forum.
Think sheets and blankets, tabloid and broadsheets, A4 and A5.
