Television networks make money by selling advertising time to companies which are trying to sell products. The higher the ratings a show has, the more money the network, which owns the rights to the show, can charge companies for advertising spots. If a show has high ratings, it's likely that show will stay on the air, because it brings in a great deal of money from advertisers, low ratings usually lead to cancellation of a show, because they're less profitable.

Thinks for the Info do you know how to make the TV network give your show a choice?

You don't pitch your show directly to the network. You come up with an idea(script), and try to get a production company to pick up your show. You, as the screenwriter, would look for an agent to pitch your idea to a production company, which in turn will pitch your show to different networks, in hopes that it is, at the very least, picked up by one of the networks, or, at best, a bidding war is started between multiple networks, because your idea is that good to them.
To cut out middle men(agents and production companies), another approach you could take is: to start your own production company, if you have the resources(capital). That is what Oprah did in Chicago to start up her talk show in the mid-80's, she still owns "Harpo": her production company, and she's a billionaire because she owns and produces her own product. However, even if you have the capital, this would be very risky, but financially rewarding if you succeed.
Good luck!
